De knuppel in het D66-hoenderhok, zo kan het betoog van mijn collega Thijs Kleinpaste zeker wel genoemd worden. Zijn betoog tegen de stadsdelen deed onder heel wat stadsdeelfans de nodige stof opwaaien. Hoe kon hij, één van ons, dit nu en public zeggen. Maar in plaats van schande te roepen over dat het gezegd en geschreven is, lijkt met me verstandiger om te kijken wat er nu gezegd is. Eens kijken of we die zogenaamde feiten van Kleinpaste een voor een kunnen doorpriken.
De eerste misvatting in zijn betoog is dat de politieke tussenlaag van de deelraad leidt tot meer bureaucratie. Alsof de deelraad gezorgd heeft voor meer ambtenaren. Het is juist andersom. De deelraden zijn ingesteld oa om de macht van de bureaucratie, de ambtelijke diensten, te beteugelen, sommigen zeggen zelfs om te breken. Het is een misvatting dat met opheffen van de politieke laag op stadsdeelniveau ook de ambtenaren zullen verdwijnen. Deze blijven gewoon zitten en blijven uitvoering geven aan beleid. Niet langer gehinderd door raadsleden die zo nu en dan de boel een beetje kritisch beoordelen, kunnen zij voortaan hun gang gaan; als burger sta je dan zeker helemaal buitenspel. De bestuurder en raadslid op stadsdeelniveau is immers veel makkelijker te bereiken dan hullie op de Stopera.,
Dat die deelraadsleden amateurs zijn is eerder een zegen dan een bedreiging. Het gemiddelde deelraadslid heeft overdag een normaal bestaan met een baan, al dan niet een gezin, kortom net een gewone burger. Dat hij zijn avonduren besteed aan werkbezoeken, vergaderingen en stukken lezen is niet heel anders dan die amateurs, die vrijwilliger zijn bij de lokale voetbalvereniging of fanfare. Zij, die deelraadsleden zijn niet de overheid, maar dus eerder onderdeel wat tegenwoordig hip de Big Society heet. Door die raadsleden onder hetzelfde hoedje met de ambtenaren te plaatsen, maakt Kleinpaste zich er wel erg gemakkelijk van af. Die Big Society is natuurlijk niets anders dan het maatschappelijk middenveld, de samenlevingsgedachte, waar het CDA altijd prat opgaat. Dat naast de conservatieve Cameron nu ook liberalen als Rutte en Kleinpaste zich tot dit groepsdenken hebben bekeerd is op zich ook al wonderlijk.
Natuurlijk zit er ook een kern van waarheid in het betoog van Kleinpaste. Teveel bestuurlagen zijn inderdaad deel van het kwaad en niet van de oplossing. Je zou je kunnen afvragen wat naast Europa, Den Haag, de provincie, de waterschappen, de regioraad en de gemeenteraad die stadsdelen nog te doen zouden moeten hebben. Echter die bestuurlijke spaghetti maak je niet los door het laatste stukje eraf te hakken met een botte bijl. Van de stadsdelen is redelijk goed uit te leggen waar ze precies over gaan, kortgezegd alles dicht bij huis. De inrichting van de straat, ophalen van afval, welzijnswerk in de buurt; genoeg scholen in de wijk het is allemaal stadsdeel. Juist deze dingen kunnen leiden, terecht, tot grote frustraties en ongenoegen van burgers als ze niet goed geregeld worden. En dat daar een laag van amateurpolitici opzit die aanspreekbaar is door hun medeburgers is een zegen. Niet gehinderd door al te veel kennis maar wel met gezond verstand kunnen die frustraties maar ook ideeën van medeburgers vertaald worden en via de politiek omgezet worden in bureaucratische daden. En dat in een liberaal stadsdeel als Zuid andere keuzes worden gemaakt, dan Noord waar de SP stevig in het zadel zit en dat voor problematiek in Nieuw-West een oplossing op maat wordt gezocht in plaats van het grote grijze gemiddelde voor iedereen, daar kan toch ook niemand tegen zijn.
Van de diverse gremia boven de stadsdelen wordt het al een stuk minder eenvoudig te begrijpen wie nu waar overgaat, en waarom dit is. De uitdaging van de bestuurlijke verfrissing moet mijn inziens daar gezocht worden. De noodzaak om daar eens met een botte bijl, of nog effectiever, met een scherp mes in te gaan snijden lijken mij een stuk urgenter dan afhakken van de jongste loot aan de democratisch stam.
