Vandaag besprak Provinciale Staten het rapport van de bestuurskrachtmeting van Zuid-Holland. Een afgewogen visitatiecommissievan hoogleraren en een gemengd gezelschap van partijpolitici hebben gezamenlijk een helder rapport gefabriceerd. Overigens is Provinciale Staten zelf ook betrokken geweest bij de samenstelling van de commissie. De kritiek van Leefbaar Zuid-Holland (Ronald Sorensen) dat de commissie bestond uit allemaal baantjesjagers sloeg dan ook volledig de plan mis. Welke baantjes zouden mensen met een lange staat van dienst zoals als Ed d’Hondt, Loek Hermans of Hans Engels nu ambieren door plaats te nemen in deze commissie?
Gelukkig gaf de rest van de Staten wel een inhoudelijke reactie. Voor D66 is het van belang te kunnen constateren dat de visitatiecommissie in grote lijnen het betoog ondersteund zoals wij dat al enige jaren doen: meer focus op kerntaken, verbeter de onderlinge verstandhouding tussen de verschillende overheidslagen en een sterkere kaderstellende positie van de Staten.
Om er 1 uit te lichten: meer focus op kerntaken betekent in de visie van D66 dat Zuid-Holland - naast de eerste schifting die is gemaakt met programma Provincie Nieuwe Stijl - een tweede slag nodig is waarbij provincies over hun eigen schaduw durven heen te stappen. Zoals de visitatiecommissie terecht aanmerkt gaat dat concreet over ondewerpen als onderwijs & arbeidsmarkt waar de provinciale meerwaarde een vraagteken blijft. Ook stelt D66 de wettelijke taken op gebied van jeugdzorg ter discussie. D66 vindt niet dat jeugdzorg ‘zomaar’ over de schtutting naar gemeenten gegooid mag en kan worden. Het zou wel eens zo kunnen zijn dat onderdelen van de jeugdzorg het beste af zijn als het rijk het weer terug neemt. Ten eerste moeten gemeenten die taak namelijk wel aankunnen en ten tweede is het de vraag of je daarmee de zo gewenste minder bureaucratie bereikt. Bureau Jeugdzorg krijgt dan bijvoorbeeld immers in plaats van met 1 provincie, met een veelvoud aan gemeenten te maken. Maar dat er zaken beter kunnen in de jeugdzorg is voor ons wel duidelijk.
Wat betreft de relatie tot andere overheden constateert de visitatiecommissie dat Zuid-Holland niks te zeggen heeft in de stadsregio’s Haaglanden en Rotterdam-Rijnmond. Dat is een stevige, maar terechte constatering. In wezen is er sprake van een rompprovincie Zuid-Holland en twee stadsregio’s die elkaar ook nog eens steeds beter lijken te kunnen vinden. D66 vindt dat Zuid-Holland, de Randstad en daarmee Nederland beter af is als we de 4 Randstadprovincies samenvoegen tot 1. Dat moet dan wel onder gelijktijdige opheffing van de stadsregio’s en wat ons betreft ook met sterkere (lees: grotere) gemeenten.
Tenslotte de rol van Provinciale Staten zelf. Die kan wel wat steviger, met name als kadersteller. Nog teveel wordt achterover geleund en afgewacht waar het college van Gedeputeerde Staten mee komt. De Staten zouden hun kaderstellende rol moeten oppakken door een echte dualistsiche houding aan te nemen (minder achter- en koffiekamertjes politiek) met name door de coalitiepartijen. Veel wordt in deze coalitie van CDA, VVD, PvdA en CU-SGP als het echt spannend wordt voorbesproken en zelfs amendementen en moties worden eerst tevoren met de coalitie en het college (!) afgestemd. Dat kan echt beter.
D66 pleit daarom al enige tijd om naast een Provincie Nieuwe Stijl ook een programma Bestuur Nieuwe Stijl neer te zetten. Dit betekent dus een meer dualistische houding, maar ook meer aandacht voor interactief werken zoals burgerparticipatie en online participatie.
