Vandaag was de laatste Statenvergadering in Zuid-Holland voor de kerst. In mijn optiek geen bijzonder uitdagende agenda: subsidie WK Turnen (is van de agenda gehaald), afschotplannen van damherten in de Amsterdamse Waterleidingduinen en de Q-koorts (geen meerderheid voor bespreking).
Uiteindelijk bleef het punt over afschot van damherten staan. Het is een buitengewoon ingewikkelde bestuurlijke constellatie: het gebied is eigendom van de gemeente Amsterdam en grenst aan dat van Noordwijk. Daarnaast ligt voor 2/3 in Noord-Holland en voor 1/3 in Zuid-Holland. Daarnaast heeft ook Waternet, Staatsbosbeheer en het Zuidhollands Landschap hiermee te maken. En wellicht vergeet ik er nog wat.
U begrijpt dat dit de slagvaardigheid niet ten goede komt om de problematiek op te lossen. Want die problemen, die zijn er wel degelijk. Damherten richten niet alleen veel schade aan op de bollenvelden, maar zorgen ook voor gevaarlijke situaties op (provinciale) wegen.
D66 vindt dat het niet zo kan zijn dat door die bestuurlijke drukte er niets kan gebeuren. En dat is waar het nu wel op lijkt. De een verschuilt zich achter de ander en ook in Zuid-Holland werd een gezamenlijke vijand gezocht in de persoon van de Amsterdamse wethouder Marijke Vos, die niet over populatiebeheer wil praten. Populatiebeheer is niet per definitie afschot. Dat is voor D66 slechts een ultimum remedium. Er zijn allerlei manieren om aan populatiebeheer te doen zoals anti-conceptie en het plaatsen van hekken.
Opvallend was dat het college van Zuid-Holland in maart 2009 nog stelde dat ‘afschot vooralsnog geen optie is’. Nu – omdat de Noord-Hollandse gedeputeerde dit vorige week heeft geroepen, kon natuurlijk Zuid-Holland niet meer achterblijven. Maar waarom ineens afschot Het Wondermiddel is? Dat kan de gedeputeerde niet helder maken vandaag.
Zou het dan toch echt iets met de aanstaande kerst te maken hebben?
