D66 heeft in Zuid-Holland het initiatief genomen tot het opstellen van een beleidslijn voor (burger)participatie. Tot nog toe werd er op verschillende manieren wel iets aangedaan, maar het was voor niemand duidelijk wat precies en wat er van iemand verwacht werd. Maar het meest opvallend is de bestuurscultuur waarmee – met name CDA – omgaat met ‘de burger’.
Typerend is daarvoor het onderstaande antwoord wat gedeputeerde staten gaven op antwoorden op schriftelijke vragen van D66, SP en GL. Wij stelden deze vragen nadat verschillende burgergroeperingen zich teleurgesteld en boos hadden teruggetrokken uit een participatietraject.
d) In de commissiebespreking heeft gedeputeerde Van Dijk aangegeven dat hij veel waarde hecht aan bestuurlijk en maatschappelijk draagvlak. Hoe is dat uitgangspunt te rijmen met de vertrouwensbreuk die er nu is ontstaan met delen van de ideeëngroep?
Antwoord college Zuid-Holland:
Wij blijven communiceren en informatie verschaffen, maar kunnen niet garanderen dat de betrokken maatschappelijke actoren aangehaakt blijven, omdat gaandeweg het proces naast onderzoek ook keuzes gemaakt gaan worden.
Er ziijn hier twee punten waar wij het fundamenteel mee oneens zijn:
1) participatie is meer dan communiceren en informeren. Dat betekent ook dat serieus wordt gekeken naar ideeen van deze burgers en dat zij die ook mogen inbrengen. Daar is hier geen sprake van geweest, laat staan ‘actief ‘ betrekken.
2) het raakt de kern van het vehikel participatie als gesteld wordt dat niet gegarandeerd kan worden dat alle maatschappelijke actoren aangehaakt blijven omdat er nu eenmaal keuzes gemaakt moeten worden. Als je de redenering van het college doortrekt betekent dat aan het einde van het spel er 1 trace over blijft en 1 burgergroepering. Die heeft dan als het ware het spel ‘gewonnen’. De werkelijke bedoeling van burgerparticipatie is nou juist het samenspel: met zoveel mogelijk deelnemers de eindstreep halen zodat je draagvlak hebt voor je tracekeuze. Dat schijnt het college in Zuid-Holland maar niet te snappen.
Wij zullen er tegen blijven strijden dat op basis van half afgeronde onderzoeken – en niet in een maatschappelijke discussie op basis van openbaar beschikbaar onderzoek – de discussie over de Rijnlandroute plaatsvindt.
